How much trouble with the law for sellin drug paraphernalia without a license to sell?

ow much introuble would you get with th law if you sold drug paraphernalia (pipes,bongs,hookahs.ect) on the streets without a license to sell but none of your customers are under 18 and none of the products have any trace of thc or anything cause they arnt used?
