Hello bong/pipes/bowls?

hello i live in florida and im 17 and i have a little brother and he smokes tobacco (without my mom and dad knowing) i love him and hes a kid so im not going to rat him out anyways hes 15 and he has a friend in philly he is 19 i think maybe older hes one of my friends to but he wants him to send him a bong or pipe or bowl and hes a Minor and he doest want to get in trouble with anyone like my mom or dad well step dad or the police and this would be sent by mail so what should he do. i don't need him getting in trouble. and im not old enoff yet im not 18 ): to get him one
